Two differences that work together (film council and film board)

When we talk about things like art, people many times tend to think in these as a pastime, as a hobby, or as a simple leisure activity and they don´t give it the necessary importance. Departments as cinematography department, for a long time, have been threatened because of the disinterest in the theme. Even in the 21 century, in 2016 are just a few of parents supporting his son idea of study something related with art ´because “it is not viable”; at least not as study laws or maybe a en engineering. And the small number of people that achieve to dodge the bad vibes of others and finally choose the art as a lifestyle, don't think to be creators of new content, because again “it is not viable” because of the price and the poor security economic, so they decide to go under the shadow to take refuge in a structured company.




Thank God, there are people in this world that really worries about decrease of  the cinematography culture and decide to take their ideas to save this culture to the government where they really can make a change. Since, at least, twenty years some organizations have been created around the world to promote the creation of audiovisual products to cinema culture in each country, I'm talking about the film board and film council ´cause this post will be about them.




To begin with is necessary to develop each concept. In one hand, we have the film board that are organizations that belongs in a special way to government and its objectives are attract production crews to film in the locations of their respective country and promote its service and human talent of country.
In the other hand, there are the film council. They are a government-supported organizations that not only promotes national films and organizes events but also foment the research, education and training about cinematography. This kind of organizations are the ones that approve the loans to filmmakers without demand  a special content in their films.


In some countries there are more than one film council or film board, I think that it is directly proportional to the cinematography maturity of each place because, yes, they are a big monetary help to filmmakers but it is also a really huge business once the film market of the country has shoot off. Also, each organization could has a some different objectives and missions because it depends of the needs of the cinematography industry of it country.




Let's have a look to some film boards around the world and  the quantity of audiovisual has distributed.

For the film council I won´t make a table because finally the result will be the same: if there more cinematography movement, there will be greater amount of film council. So, it's better to do another exercise. I compared the tasks or objectives that some film councils around the world and found some common factors


NEA (United States): dedicated to supporting excellence in the arts, both new and established; bringing the arts to all Americans; and providing leadership in arts education.


NFCL (Latvia): ensure implementation of the principles of democracy within the administrative field of the film industry and to promote the development of the national film art.


Arts council of Ireland:  encourage interest in Irish art (including visual art, music, performance, and literature) and to channel funding from the state to Irish artists and arts organisations.


Australia council for the arts: funding arts projects around Australia, formulating and implementing policies to foster and promote the arts in Australia.


NAC (Africa): promote, through the arts, the free expression of South Africa’s cultures.
